In the 1940’s, vulgar junkman Harry Brock has come to Washington to make crooked deals. He has brought with him the charming but uneducated ex-chorus girl Billie. She must be taught some of the amenities and as Billie learns about history, politics and what Harry really is and what he wants, her natural honesty and frankness serve her well.
